Biography:
Jim Kinsey is the Regulatory Affairs Director for the Idaho National Laboratory. He also manages advanced (non-light water) reactor licensing support activities for the Department of Energy’s Office of Nuclear Technology Demonstration and Deployment, being implemented at multiple national laboratories. In this capacity, he is responsible for the development and implementation of licensing strategies that support the future deployment of advanced reactors, and is a primary interface with the Nuclear Regulatory Commission. Mr. Kinsey has over 36 years of commercial nuclear industry experience, and has managed numerous industry licensing and regulatory affairs efforts, including the design certification of GE-Hitachi’s ESBWR advanced light water reactor (LWR) technology, and DOE/industry proposals resulting in NRC’s issuance of regulatory guidance on advanced non-LWR design criteria.
Mr. Kinsey holds a Bachelor of Science degree in Nuclear Engineering from the University of Cincinnati, an SRO Certification on GE’s BWR-4 design, and is a Licensed Professional Mechanical Engineer.
