Biography:

​Cliff Loughmiller is operations lead for Idaho National Laboratory’s Power & Energy Systems Group. He is responsible for the safe conduct of Power Hardware in the Loop (PHIL) testing and research, supporting the efforts of 11 researchers, and also responsible for the creation and maintenance of applicable Laboratory Instructions and Test Plans in support of PHIL testing. He served in the U.S. Navy from 1979 to 1999, achieving the responsibilities of a submarine nuclear power plant supervisor, organizing team leaders to direct the activities of up to 300 power plant operators and technicians and coordinated plant activities with 35 supervisors and department heads to fulfill operational commitments and maintenance requirements. He holds a bachelor’s degree from State University of New York at Albany and an associate’s from Chaminade University in Honolulu, Hawaii. Before joining INL in 2016 he was a licensed building inspector in the Florida State University Department, responsible for plan review and inspections to ensure applicable building code compliance.
